New systems of kerb side collection need to be implemented and a more comprehensive education program needs to be formulated.

The State Government should fund through the Waste Authority, an independent body to administer waste disposal across the Perth region.

Economy of scale can be achieved. Reduction in waste truck movements. Currently our waste trucks have about a 2 hour trip to dispose of waste. Our current tipping fee is about $140 per tonne. We deliver about 13,000 tonnes a year. The above dollar value does not include the cost of pick-up or delivery. Each bin picked up by the contractors truck costs one dollar even if it is nearly empty.
